If a contact is already enrolled in a sequence and prohibited from being in more than one, You should move the prospects to some "Failed" State. Also need to set up the API (Crelate in my case) to handle it like you would a bounced state.

We have no way of easily figuring out that a prospect wasn't permitted to be on the new sequence
